- Can I use my leader to block a ranged attack even if he is not a Guard (refering to the words 'any attack' of the card) ?

- Can I use the effect if my leader is in the street ? If yes, can I use him to block an attack agains vampires of my cotery in another group (again refering to the words 'any attack' of the card) ?

Yes, Dragon's Roost says "any" so you can Block a Ranged attack, even if not a Guard.

Yes, you can use Dragon's Roost, even if your Leader is already in The Streets. Note that moving into The Streets is not listed as a cost, so it works no matter where they are. Yes, you can use DR to Block for another member of your coterie in another party.
