Purchasing Card Decks

Thinking about the ability, even end-goal, of building customized decks, is there, or will there be, an option to purchase just the cards from the Basic Set?

To put it more specifically, I don't need another big box, or another plastic insert, or more counters, or card dividers. I don't even need another City Deck. But I would like the ability to purchase just the four pre-made decks and the crypt pack, and think other players of the game would be interested in this as well.

Having worked a bit on the Production side myself, as these decks are already defined in separate shrinkwrapped runs, that part should be straightforward. And if you wanted to sell them in retail stores, you might want to go for a VAMPIRE: RIVALS REINFORCEMENTS Box, with those five decks (and in a smaller box). All in all, I think more players would be willing to spend $20-$30 on those five decks (so they have enough duplicates to build multiple decks) than another $45 for another box (when many of the components won't be needed).

The 4 decks+crypt pack has two times the amount of a $30 expansion. I highly doubt that they would sell it for $20-$30.

Given that the full game is $45, they don't have much room to play with. No one would buy just those cards at $40, when for $5 more you can get another copy of the game. They should be easily able to keep the same margin, if not better, and sell those decks for $30 (if not less). The counters, plastic insert, city deck, rulebook, and full color large box do not have insignificant cost.

The margin on core sets are usually rather low. A supliment set to a core that has a playset from all cards already will probably need to have a was lower printing run than the core set. My guess is that having said supliment set at 20-30$ wouldn't be profitable.
