If y use Drive-By and deal damages to the target of attack + 2 damages to 2 other vampires of the group without sending any to torpo, would I earn 3 Agenda tokkens or only one ?

Drain Them Slowly only looks at the character you attack (meaning whichever vampire ends up being the target of the attack), not secondary effects that hit other party members.

So a Drive-By does not trigger on unnamed targets that might take splash damage.
